very much. >> supervisor avalos. >> supervisor avalos: before the board meeting today i was in my office with the appellant, ms. lam and with habitat for humanity, trying to see what we could do a negotiate some kind of settlement separate from this appeal. i really feel that the appeal does not have strong merit. i will not be supporting or upholding the appeal. having said that i still believe that there is some agreement, some negotiation that can continue on access not necessarily access to property for gardening for ms. lam's 83-year old father, but habitat is made an offer to help build the growing areas within ms. lam's yard with volunteers and that is significant. we are seeing 28 new units of affordable housing. we have not seen anything like that. we are talking about a program about how to make low income families economically viable to on their own homes. those are significant things. the best accommodation is to build something worthwhile in ms. lam's backyard or finding other resources than the neighborhood that can assist her grandfather. i will not be supporting

transportation authority. all of us are very familiar with commissioner avalos's work in one of the things that i think he will bring to this body is a commitment to ensuring that there is equity income resources are allocated by this agency, making sure that the needs and interests of every district are met. and to make sure that when it happens it is done in a transparent, open way that is inclusive and allows people to voice their concerns. i had the honor of serving with commissioner avalos for four years. i am proud to have the opportunity to nominate him. he has demonstrated leadership qualities in so many ways. i know the authority will be well served, the entire city and county of san francisco will be well served, especially important as we are going to this transition, as we will find a new, who knows, a permanent executive director that we have that continuity. it is my honor to nominate commissioner john avalos as chair before you. is there a second? seconded by commissioner weiner. any other nominations for chair? seeing none, why don't we open it up to public comment. any membe

avalos: aye. >> those resolutions are adopted. >> i was wondering if we might be able to rescind the vote for just a quick second there was one item i believe item 9 that is part of the consent agenda. this is about urging development a workforce employment and domestic violence; i spoke with supervisor mar sponsor the legislation to modify. i make a motion to rescind. without objection that is the case. >> supervisor mar: i wanted to make a few brief remarks and thank supervisor chiu and avalos. supervisor avalos from the public safety committee, a few minutes it had better documentation of the data that was used for the findings in for supervisor chiu to include the status of women and in coordination with the department of human resources, the main agency that suggested this ordinance as well. i wanted to quickly state that this is an important resolution that will help raise general awareness of domestic violence services in our city. we know from a recent service that 64% of the victims of domestic violence support a measure like this. only about 30 percent of workplaces

fair and process to select our executive director. i believe that commissioner avalos will be able to handily take the wheel and help us usher and addresses key issues that i've outlined today. thank you. >> thank you commissioner, before i turn to commissioner wiener, i want to ask if there is any other member of the public who like to say something else on this item? public comment on this is closed. commissioner wiener. >>i'm happy to support commissioner avalos as chair. sometimes something to get lost in the debates is that even though we have areas of disagreement but often get a lot of attention, a lot of press coverage because anytime you have a big dispute at city hall that is likely to get the attention, in reality when it comes to transportation policy in the city, the vast majority of what we do and what we need is completely not controversial when working together on getting high speed rail, transit, that we get adequate funding from muni, improving pedestrian safety, bicycle roads, we have broad consensus. i know that our chair campos, we are proof in the pudding

. commissioner avalos. >> just a vague idea that i want to put out there that could be looked at by lafco maybe. one is we talk about san francisco's growing economy, and it's especially growing in the tech sector. there was a report in the paper today from the bay area council study and uc berkeley study there is a great multiplying effect happening right now with jobs created but i'm wondering if the city having greater or in the water to make sure that we are building a pipeline between long-term local residents especially comments of color with jobs in the tech center would be something that we look at possibly, but that's an interest i have. there is an example in our packet that talks about looking at trees and the issue of relinquishment right now in san francisco and tip -- stipically before a progress issue and it's a burden to be responsible to take care of trees. is there a way to reestablishing foresteration program and tree maintenance program in san francisco and part of work force development. that to me is an interesting idea and cuts across the politics in the city. that w

with you and my good friend supervisor avalos, is an honor to watch you and to be a part of the many things that you have accomplished in my colleague who remain on the board, supervisors farreel, chiu, kim, wiener, cohen, i learned a lot from each and every one of you and i look forward to working with each and every one of you. before i make a couple of remarks i want to acknowledge a number of people. i would like to ask my partner philip wong to please stand. (applause) we have been together for a very long time, the love of my life and thank you for putting up with me. my parents, david campus and laura campos. if you could please stand. supervisor avalos said, talking about in some respects two different cities. and what happens to some people in san francisco. we are a city of great wealth. we have because of a lot of different reasons we are fortunate enough that we have more resources in san francisco then many places throughout the state and throughout this country. but the reason why this vote is so important is that even though we as a board of supervisors do not have actual governance of the schools, what we have done in san francisco over the years because of the work of people like -- and gavin newsom and others is that we have recognize that where our state and federal government have fallen short in fulfilling their duties and obligations to properly funding public schools we a city government have stepped in and fill those gaps. the important point is not for us and giving the school district money that it is already entitled to. i'm glad that we will comply with what the law already requires in the intent of those measures were. the whole point of the supplemental is to recognize that we have a fundamental pr

item to look at from a supervisor's office and working with supervisor avalos we looked at what is good. the first one started out as appointment to commissions. in discussions with supervisor avalos there was interest to expand that and possibly turn this not just appointments to commissions but how -- when elected positions become open how does the process look compared to other jurisdictions and places around the country? so we expanded that topic. that is something that can be done in house by staff on this. the next item was jobs in the tech sector. after further discussion with supervisor avalos who brought this item up it was determined maybe hold off on this and revisit it in the future if something new comes up on that subject. >> i believe supervisor kim on the board of supervisors is looking at that issue and holding a public hearing on it. >> correct. so we will wait until something comes out of that process. tree maintenance and landscaping performed by the city. there is a meeting next week of a bunch of different stakeholders between city government and community

to my colleagues they would like to add anything. commissioner avalos. >> thank you chair campos. i'm going to be brief because you mentioned a lot of things i want to mention. thank you for your great service and dedication to the city and county of san francisco, and transportation. your mark is been made in the city. i share the same sentiment about the staff, and the level of expertise in helping us make decisions and move forward on a number of key projects. i want to say thank you for your great service and wish you all the best. you have many years ahead of you to explore music, and your loved ones and i wish you all the best. >> colleagues, any other comments? one we now go to mr. moscovitch. >> good morning chairman and commissioners. i am honored to have been asked back. i am at the tail end of the flu, my voice is low. i appreciate your comments mr. chairman. i will give you a couple of observations. first of all the city and the challenges it brings is way too complex for a single person to ever be able to make a mark. this is an excellent example where teamwork is

by the request to pull you off now that it is before the committee i am proud that you and supervisor avalos are on as co-sponsors and the point that you made about youth organizations and we did also have the department of children youth and their families as a key part of this and that is an effort that the young people are aware of the resources around them. this is one piece of raising awareness of the domestic violence in the workplace and also making sure that people know of all of the resources around them. and another piece of our efforts with the domestic violence and the commission on the status of women is also to strengthen the city's domestic violence by creating clearer department plans, a key point person in each of the departments, to identify the signs of domestic violence and to have action plans. and we are looking at other cities and how they have workplace domestic violence policies and there is a budget analyst report that we will be analyzing soon but i am proud to have you on as co-sponsors because i know of the great work that both supervisor avalos and you. and wha

in my neighborhood. i hope you do well with it. the previous resident was supervisor avalos. i do represent -- i try to work with the voters of that neighborhood consumers of government service and taxpayers. that group is not particularly well-organized. we try to piggyback our needs in the back of more well organized groups. there is a difference in our positions although subtle it has an impact on the outcome of services. i appreciate the discussion about the thirteenth amendment; there was a long period in history without an amendment of the constitution at that time; there was a divergence between provision of service and the needs of the time. we are in a similar time now. you have the louis armstrong airport, jfk. what happened to the george w. bush sewage treatment plant? >> next speaker. good evening ladies and gentlemen and the world it's almost like hollywood. i'm going to start my own television show, city hall. it's not silly. a lot of things going city hall, racism, discrimination, a lot of things. they even draw big -- here at city hall. right now i'm trying t

for a rebuttal. are there any objections to proceeding in this way? the district supervisor, supervisor avalos, they have any initial comments? >> supervisor avalos: we look forward to having a hearing on this item. this is a project that i have looked at for a number of years in my district since prior to becoming supervisor. this land was rezoned from public use to residential about a year and a half ago. there's been a change of ownership for the project from a private developer that was going to build a smaller amount of affordable housing based on inclusionary to habitat for humanity project that would consist of 28 units, the original number of units in the original develop and plan. at a level of affordability good for san francisco. i am interested in hearing the arguments around this appeal and see how we can move forward with it. thank you. >> president: why do we not hear from the appellant. you have up to 10 minutes to describe the grounds for your appeal. >> reset the clock. >> hi thank for coming. my name is linda. i am here in support of the project. what i am here to questio

for their own gardening. supervisor avalos stated he had mediated a meeting between the opponent and habitat offered to build raised beds on the appellant's property but the offer had been refused. with that the public hearing was closed and the board voted to deny the appeal. and then the board lastly voted on a final reading of the ordinance introduced by supervisor campos allowing personal service uses on the heard this and approved it at your november 29 meeting. there are two new pieces of legislation introduced this week coming your way. first was introduced by supervisor ferrell and it would allow medical service in the sacramento neighborhood commercial district. it would permit a change of use from business or professional service to medical services on the first floor. also this week supervisor avalos introduced a rather large ordinance titled conversion, demolition and conformity of residential uses. this would revise the criteria for residential conversion and standardize definitions for these uses across various use districts, permit enlargement of dwelling units which are non-c

wanted to thank my co-author supervisor avalos, but especially breathe california in a coalition of tobacco free and health advocates. in 2012 they were 250 street festivals and fairs in san francisco from carnavals to the chinese year. all of these events attract smokers. this is an important ordinance that will make sure that we have more smoke-free festivals and events. exposure to secondhand smoke kills about 3000, non-smokers from lung cancers and 46,000 non-smokers of heart disease in the u.s. also individuals with asthma and other respiratory illnesses that is why such a strong coalition including young people from sf state to the asthma task force and the coalition working to make sure we have more smoke-free places in san francisco. research shows that exposure to second-hand home outdoors is just as bad as endorsed. this is the first city to have an ordinance about smoke-free festivals. there is no safe level of exposure to secondhand spoke, several studies show that exposure again, outdoors can reach levels the same as endorse and can be just as dangerous. f
